It is either a bug, or a feature (I'm not sure on either) where OFTEN, the faction leader, or their number 2 in charge (Monchug, mesui example..) can't be Immediately ransomed. You can just go to tavern and ransom everyone. But can't do it individually. They also have no ARROW, to assign them to YOUR dungeon (or push to the sell side in tavern). It depends on some factors like if the king of that faction is rich so he can afford to pay you a lot, or if that faction is at war with strong enemies. There is no reason for a tier 5 to not have at least 1 town and one castle.
